Positive Behaviour Support in Gloucestershire: Our Approach, Explained
Three letters. PBS. Positive Behaviour Support. For the people we support, those three letters can mean the difference between a life spent managing “difficult” behaviour, and a life spent being seen, heard and celebrated for who they are.
PBS marks a real shift in how we support adults with learning disabilities and complex needs across Gloucestershire. At its heart is a simple belief: everyone is their own remarkable self, and everyone deserves to make choices, live freely and be free from judgement. Too often, that hasn’t been the reality. PBS is about breaking down the barriers that get in the way, and building opportunities in their place.
PBS is an approach, not a technique
PBS is a values-based approach, not a behaviour management technique. Rather than trying to control or suppress behaviour, it starts by asking what a person is trying to communicate. Behaviour that gets labelled “aggressive” or “challenging” is often the only way someone has found to express pain, fear, frustration or a need that isn’t being met.
Once we understand what sits behind the behaviour, we can build a life around the person that removes the need for it in the first place. That’s what PBS is really about: a life worth living.
Person-centred environments, built on real understanding
Every person we support is different, so every plan is too. PBS means shaping a home and a daily routine around the individual, and matching them with a consistent team who knows them well and understands how they communicate. When someone feels understood, safe and in control of their own choices, the need to communicate through what looks like “aggression” or “violence” falls away.
Getting the language right matters here too. Better terminology, and fewer labels, help create comfortable, dignified environments, and shape how the wider community sees and responds to the people we support.
Fewer restrictive interventions, more everyday freedom
Restrictive practices, like physical intervention or restricting someone’s choices “for their own safety”, have long been treated as a last resort in care. PBS goes further. By understanding a person early, and building the right environment around them from the start, the situations that lead to restrictive intervention become far less common in the first place.
That matters for the person at the centre of it, who gets to keep more choice and dignity in their day. It matters for families, who can trust that their loved one is being supported with care rather than control. And it matters for our teams, who feel confident and equipped rather than reactive.
Built into everything we do
At Prosperity Care & Wellbeing, PBS isn’t a policy that sits on a shelf. It’s built into our training, our care planning and our daily practice. It shapes how our teams show up at work, how we reflect on what’s working, and how we keep getting better every day.
The difference it makes
PBS changes outcomes. It reduces restrictive interventions. And, most of all, it leads to a genuinely better quality of life, for the people we support, for families who worry less, and for a community that grows more understanding.
